Ministry of Finance Pradhan Mantri Kisan Samman Nidhi announced to provide assured income support to small and marginal farmers Vulnerable landholding farmers having cultivable land upto 2 hectares to be provided direct income support of Rs. 6000 per year Around 12 Crore small and marginal farmer families are expected to benefit To provide an assured income support to the small and marginal farmers, the Government is launching the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN). While presenting the Interim Budget 2019-20 in Parliament today the Union Minister for Finance, Corporate Affairs, Railways & Coal, Shri Piyush Goyal said, “Under this programme, vulnerable landholding farmer families, having cultivable land upto 2 hectares, will be provided direct income support at the rate of Rs. 6,000 per year. This income support will be transferred directly into the bank accounts of beneficiary farmers, in three equal instalments of Rs. 2,000 each. This programme will be funded by Government of India. Around 12 crore small and marginal farmer families are expected to benefit from this. The programme would be made effective from 1st December 2018 and the first installment for the period upto 31st March 2019 would be paid during this year itself. This programme will entail an annual expenditure of Rs.75,000 crore”. PM-KISAN would not only provide assured supplemental income to the most vulnerable farmer families, but would also meet their emergent needs especially before the harvest season. PM-KISAN would pave the way for the farmers to earn and live a respectable living. Rashtriya Gokul Mission Regarding Animal Husbandry the Minister said, “I have increased the allocation for Rashtriya Gokul Mission to Rs.750 crore in the current year itself. I announce setting up of "Rashtriya Kamdhenu Aayog" to upscale sustainable genetic upgradation of cow resources and to enhance production and productivity of cows. The Aayog will also look after effective implementation of laws and welfare schemes for cows.” Department of Fisheries To provide sustained and focused attention towards development of fisheries sector, the Government has decided to create a separate Department of Fisheries. The Minister said, “In the last Budget, our Government announced the facility of extension of Kisan Credit Card scheme (KCC) to Animal Husbandry and Fisheries farmers. Now, I propose to provide the benefit of 2% interest subvention to the farmers pursuing the activities of animal husbandry and fisheries, who avail loan through Kisan Credit Card. Further, in case of timely repayment of loan, they will also get an additional 3% interest subvention.” Crop Loans When natural calamities strike, farmers are generally unable to repay their crop loans. The Finance Minister said, “Presently, the crop loans are rescheduled for such affected farmers and they get benefit of interest subvention of 2% only for the first year of the rescheduled loan. Our Government has now decided that all farmers affected by severe natural calamities, where assistance is provided from National Disaster Relief Fund (NDRF), will be provided the benefit of interest subvention of 2% and prompt repayment incentive of 3% for the entire period of reschedulement of their loans.” छोटे और सीमांत किसानों को निश्चित सहायता उपलब्ध कराने के लिए प्रधानमंत्री किसान सम्मान निधि की घोषणा की गई  2 हेक्टेयर तक कृषि भूमि धारक छोटी जोत वाले किसानों को प्रतिवर्ष 6,000 रुपये प्रत्यक्ष आय सहायता उपलब्ध कराई जाएगी लगभग 12 करोड़ छोटे और सीमांत किसान परिवारों के लाभान्वित होने की उम्मीद

केंद्रीय वित्त, कॉरपोरेट मामले, रेल और कोयला मंत्री श्री पीयूष गोयल ने आज संसद में अंतरिम बजट 2019-20 पेश करते हुए कहा कि छोटे और सीमांत किसानों को निश्चित आय सहायता उपलब्ध कराने के लिए सरकार ने प्रधानमंत्री किसान सम्मान निधि (पीएम-किसान) की शुरूआत की है। श्री पीयूष गोयल ने कहा कि इस योजना के तहत 2 हेक्टेयर तक भूमि वाले छोटी जोत वाले किसान परिवारों को 6,000 रुपये प्रति वर्ष की दर से प्रत्यक्ष आय सहायता उपलब्ध कराई जाएगी। यह आय सहायता 2,000 रुपये प्रत्येक की तीन समान किस्तों में लाभान्वित किसानों के बैंक खातों में सीधे ही हस्तांतरित कर दी जाएगी। इस कार्यक्रम का वित्त पोषण भारत सरकार द्वारा किया जाएगा। इस कार्यक्रम से लगभग 12 करोड़ छोटे और सीमांत किसान परिवारों के लाभान्वित होने की उम्मीद है। यह कार्यक्रम 1 दिसंबर, 2018 से लागू किया जाएगा और 31 मार्च, 2019 तक की अवधि के लिए पहली किस्त का इसी वर्ष के दौरान भुगतान कर दिया जाएगा। इस कार्यक्रम पर 75,000 करोड़ रुपये का वार्षिक व्यय आयेगा। पीएम-किसान अधिकांश छोटे किसान परिवारों को न केवल निश्चित पूरक आय उपलब्ध कराएगा बल्कि विशेष रूप से फसल कटाई सीजन से पूर्व किसानों की आकस्मिक जरूरतों को भी पूरा करने में मदद करेगा। पीएम-किसान, किसानों के लिए एक सम्मानित जीवन अर्जित और जीने का मार्ग प्रशस्त करेगा। राष्ट्रीय गोकुल मिशन   मंत्री महोदय ने पशुपालन के संबंध में कहा कि मैंने इस वर्ष में ही राष्ट्रीय गोकुल मिशन के लिए आवंटन बढ़ाकर 750 करोड़ रुपये कर दिया है। मैं राष्ट्रीय कामधेनू आयोग की स्थापना की घोषणा करता हूं। इससे गाय संसाधनों का सतत अनुवांशिक उन्नयन करने और गायों का उत्पादन और उत्पादकता बढ़ाने में मदद मिलेगी। यह आयोग गायों के लिए कानूनों और कल्याण योजना को प्रभावी रूप से लागू करने की भी देखभाल करेगा। मत्स्य पालन विभाग मत्स्य पालन क्षेत्र के विकास के बारे में सतत ध्यान केंद्रित करने के लिए सरकार ने अलग से मत्स्य पालन विभाग का सृजन करने का निर्णय लिया है। श्री गोयल ने कहा कि पिछले बजट में हमारी सरकार ने पशुपालक और मत्स्य पालक किसानों के लिए भी किसान क्रेडिट कार्ड योजना (केसीसी) का विस्तार करने की घोषणा की थी। अब मैं किसान क्रेडिट कार्ड के माध्यम से ऋण लेकर पशुपालन और मत्स्य पालन की गतिविधियां चला रहे किसानों के लिए 2 प्रतिशत ब्याज छूट का लाभ देने का प्रस्ताव करता हूं। इसके अलावा ऋण का समय पर पुनर्भुगतान करने पर उन्हें 3 प्रतिशत अतिरिक्त ब्याज छूट भी दी जाएगी। फसल ऋण प्राकृतिक आपदाएं आने पर किसान आमतौर पर अपने फसल ऋणों का भुगतान करने में असमर्थ हो जाते हैं। वित्त मंत्री ने कहा कि वर्तमान में ऐसे प्रभावित किसानों के लिए फसल ऋणों का पुनः कार्यक्रम बनाया जा रहा है और किसानों को पुनः अनुसूचित ऋणों के पहले वर्ष के लिए ही दो प्रतिशत ब्याज छूट का लाभ मिलेगा। हमारी सरकार ने निर्णय लिया है कि प्राकृतिक आपदाओं से बुरी तरह प्रभावित सभी किसानों को जहां सहायता राष्ट्रीय आपदा राहत कोष (एनडीआरएफ) से उपलब्ध कराई जा रही हो, 2 प्रतिशत ब्याज छूट का लाभ उपलब्ध कराया जाएगा और उनके ऋणों की पुनः अनुसूचित पूरी अवधि के लिए 3 प्रतिशत तत्काल पुनः भुगतान प्रोत्साहन भी दिया जाएगा।
